Mr. Sapp also served over 22 years in the Federal Government. In that time he served in several departments and agencies. Most notably he served in the Department of State and held positions at the U.S. embassies in Cairo, Egypt and Kabul, Afghanistan. His last assignment with the Department of State was at Embassy Kabul where he was a Senior Civilian Representative. He coordinated civilian reconstruction efforts in two provinces of Afghanistan, a task that was challenging and dangerous. Despite the tough conditions Mr. Sapp was successful in his mission and received the Meritorious Honor Award and the Superior Honor Award for his service in Afghanistan.
He served in Afghanistan again as part of the Department of Defense Ministry of Defense Advisor Program. He was the Director of the Rule of Law effort in the Ministry of Interior. Among his many successes he was instrumental in reducing the number of Gross Violations of Human Rights claims by 25%. He received the Department of the Army Meritorious Civilian Service Medal, Global War on Terrorism Medal, and the Non-Article 5 NATO Medal.
